Drug X epidemic

Ok thought of this while setting up a character with someone. But in the Ultimateverse of X-men there was a drug that boosted mutant powers. It allowed colossus the strength to move while in his metal form and gave cyclops and rogue control over their powers. So what if we add that here? it can be something long running not just a one shot thing.

Basically it would be a drug that is super addictive but A grants temp powers to humans though with high risk of OD, B boost to mutants already with powers, C control to those unable to control their powers yet, D as a side effect for someone attempting to get clean the powers overload and go out of control forcing the person to either use more of the drug or suffer through the period that the body purges the drug from their system. Lasting through the purge can either reset powers back to where they were before drug use, temporary lose of powers, powers at a lower level then before but still usable, or permanent depowering

You know for this plot it be good if when the addiction level gets high the military takes it away and offers it to mutants willing to serve the government cause. It can add a twist to it and create new foes and even some future super villains. A mutant army is formed based solely off the drug and mutant organizations all around the world have to team up together to stop one of the biggest mutant enslavement's in history.

What if there was also drug dealers who sell a knock off cheap version that was even more dangerous?

well my initial idea was actually for their to be a crime kingpin who sells it sorta like jason's government idea except just the one person out for power and was working on a character to partly take that role...as well as them just being a sadistic power hungry person in general...i think once the character is done and if i can get lynx to approve him he will fit the role nicely
