Explanation: He spent a year in japan where he studied under the tutalage of five martial arts masters. He learned karate, kempo, judo, muay thai kickboxing, and how to use a blade. His skills alone were nothing but when he uses all he learned together he can be a powerful fighter.
Pros: Can throw rapid kicks and punches if needed, best for hand-to-hand. He can charge his fists an extra charge to his "shocking punch"
Cons: He shorts out like a cellphone in water if he gets wet. It takes him about 15 minutes to gain back full power or if he can hook up to an electrical source he can recharge quickly. The humidity of the area he's in affects this ability to constantly channel the elctricity. Also he doesn't like to touch cement with his bare skin because it drains his powers down.

History
He grew up an orphan, until when he was 10 he was adopted by this nice couple looking for the son they never had. He had an average childhood, he saw the anti mutant groups raging on tv. Then senator kelly telling everyone how dangerous mutants were, it was about when he turned 16 that his powers first appeared. This shocked his parents a little, but they loved him anyway. He hid as best he could throughout highschool He was kidnapped and spent 2 months in a secret mutant jail until the x-men saved him and returned him home safely, now that he's 18 he gone to the G.I.A to learn control of his powers better.

In that incredible darkness he fell asleep, his nightmare began like this. He was standing on some deserted street in some street like Billings or Arlington. It was the middle of the night. A storm was brewing as wind and lightning raged across the sky. The houses on the street looked long abandoned. A yell cut through the storm, a sinister looking man stood atop the hill behind him. He stared him dead as he ran for his life. He slowly chased him; He ducked into a small one story home. He held his breath as his footsteps outside got closer then faded away. Then lightning flashed across the sky filling the darkness with artificial light. Just then a lamp post flew through the living room window. The man stepped through the broken glass; he spoke in a slight British accent.
“You will come with me or you will face the consequences”. It was at this time a large boom awoke him. as the wall to the cell exploded in, a group of teens walked through.
